Support more cover actions on the tablet / in SF 2.0

People here on tjc have discussed ideas to work around the restriction of only two cover actions being active at a time. It didn't lead anywhere, maybe partly due to space restrictions. I hope that larger covers on a tablet might open new possibilities here in a way that's still backward compatible (like having the 2 regular cover actions and additional optional cover actions that only the tablet UI will display).
